Information on EU Regulation 2025/40 (PPWR)

EU Regulation 2025/40 (PPWR) has been in force since 12th of August 2026. It replaces the previous national requirements of the EU Packaging Directive and establishes a uniform legal framework for all EU member states.

The rules for packaging and packaging waste are being fundamentally realigned through a multi-stage process:

• increased reuse
• stricter recyclability requirements
• limits on empty space
• higher levels of recycled content in plastic packaging

Initial substance restrictions (PFAS, heavy metals) will take effect as early as August 2026. From January 1, 2030, (transport) packaging must meet a reuse rate (reuse, circular system) of at least 40%. The EU Commission will define the required calculation method by June 30, 2027. The obligation to provide proof applies from 2030.
In late 2025, the EU Commission published a draft delegated decision exempting pallet packaging (pallet wraps and strapping bands) from the strict 100% mandatory reuse requirement in certain B2B flows (Art. 29(2)/(3)) on the grounds that it is not practicable. However, where single-use packaging is retained, its recyclability must be demonstrated.

If the papers supplied by us are used to manufacture packaging, they are to be considered "monomaterials" (i.e., free of composite materials or coatings). We have relevant confirmations available regarding substance restrictions (PFAS, heavy metals).
