EU Regulation 2025/40 (PPWR) has been in force since yesterday. It replaces the previous national requirements of the EU Packaging Directive and establishes a uniform legal framework for all EU member states. The rules for packaging and packaging waste are being fundamentally realigned through a multi-stage process: increased reuse, stricter recyclability requirements, limits on empty space, and higher levels of recycled content in plastic packaging. Initial substance restrictions (PFAS, heavy metals) will take effect as early as August 2026. From January 1, 2030, (transport) packaging must meet a reuse rate (reuse, circular system) of at least 40%. The EU Commission will define the required calculation method by June 30, 2027. The obligation to provide proof applies from 2030.
