APV Germany has started issuing e-invoices

APV Germany has been creating and sending e-invoices in the hybrid ZUGFeRD format since April 1, 2025.

Based on the "Growth Opportunities Act" of the previous federal government, all companies in Germany that conduct business with other companies (B2B) must be able to accept and process e-invoices for amounts of EUR 250 or more starting in 2025. Pure PDF invoices will no longer be considered e-invoices as of the beginning of 2025. Deadlines for the transition are set until 2028. Two formats are possible for transmission: a pure XML version, also known as an X-Invoice, which is intended for machine processing only. A second hybrid version consisting of PDF (PDF/A-3) with an embedded XML file is known in Germany as ZUGFeRD (Central User Guide of the Forum for Electronic Invoicing Germany). APV Germany has been creating and sending e-invoices in the hybrid ZUGFeRD format since April 1, 2025.
